{"id":9606,"date":"2019-04-08T13:01:32","date_gmt":"2019-04-08T17:01:32","guid":{"rendered":"https:\/\/gigisplayhouse.org\/annapolis\/?p=9606"},"modified":"2025-09-12T14:06:05","modified_gmt":"2025-09-12T18:06:05","slug":"advocacy-and-activism-squelch-r-word-from-government-language","status":"publish","type":"post","link":"https:\/\/gigisplayhouse.org\/annapolis\/2019\/04\/08\/advocacy-and-activism-squelch-r-word-from-government-language\/","title":{"rendered":"Advocacy and Activism Squelch \u201cR\u201d Word from Government Language"},"content":{"rendered":"<p>By: Doni Dondero<\/p>\n<p><img decoding=\"async\" class=\"wp-image-9615 alignleft\" src=\"https:\/\/gigisplayhouse.org\/annapolis\/files\/2019\/04\/Rosa-Marcellino.jpg\" alt=\"\" width=\"729\" height=\"336\" srcset=\"https:\/\/gigisplayhouse.org\/annapolis\/files\/2019\/04\/Rosa-Marcellino.jpg 1082w, https:\/\/gigisplayhouse.org\/annapolis\/files\/2019\/04\/Rosa-Marcellino-300x138.jpg 300w, https:\/\/gigisplayhouse.org\/annapolis\/files\/2019\/04\/Rosa-Marcellino-768x354.jpg 768w, https:\/\/gigisplayhouse.org\/annapolis\/files\/2019\/04\/Rosa-Marcellino-1024x472.jpg 1024w\" sizes=\"(max-width: 729px) 100vw, 729px\" \/>If your child has Down Syndrome, you have heard of Rosa\u2019s Law, but did you know Rosa is one of GiGi\u2019s Playhouse Annapolis participants?\u00a0 Rosa was the inspirations for the law that carries her name and stamped out the term \u201cmental retardation\u201d and \u201cretarded\u201d in Maryland state and federal government documents.<\/p>\n<p>Mom Nina, now a special education teacher, made it clear from the time Rosa entered school that she did not want the word \u201cretarded\u201d used to describe her daughter because of the negative stigma and connotation the label carries.\u00a0 Many self-advocates and organizations had expressed their disdain for the term years before Rosa\u2019s label was changed, and the effort to replace the term had already begun in Virginia thanks to self-advocate and co-president of The Arc of Northern Virginia, Jill Egle. When school officials wanted to change the code on Rosa\u2019s IEP to MR, Nina set out to find a legislator who would be sympathetic to disabilities issues and was introduced to Delegate Ted Sophocleus.<\/p>\n<p>Delegate Sophocleus championed the effort by creating a stakeholder workgroup in Maryland to work out the details for the replacement of the term.\u00a0 Nina was introduced to Senator Barbara Mikulski when they both attended a meeting at Central Elementary School to discuss special education expenditures under the American Recovery and Reinvestment Act of 2009.\u00a0 When the Senator heard about Nina\u2019s efforts in Maryland, she promised that if it passed, she would take the fight to the US Senate.\u00a0 Senator Mikulski kept her promise and after Rosa\u2019s Law passed in Maryland, and garnered a non-partisan support for the bill at the federal level. Nina, husband and the four Marcellino children, all sports enthusiasts, became players on the Rosa\u2019s Law team gathering support in the community and organizations that had an interest in changing the way the world views people with special needs.<\/p>\n<p>Around the same time, Special Olympics launched its well-known campaign and highly successful campaign, \u201cSpread the Word to End the Word,\u201d to raise awareness of the power of everyday language and to urge people to pledge to stop using the R word.\u00a0 Many public and private schools hold annual events in March to continue to raise awareness of disability rights issues and the Spread the Word campaign. AACPS had a 10-year anniversary celebration of Rosa\u2019s Law passing in Maryland (passed federally in 2010) with Senator Mikulski and Ted Sophocleus\u2019 family in attendance. \u00a0March is also the 10-year anniversary of the Spread the Word to End the Word campaign founded by Special Olympics. Rosa\u2019s Law replaces terminology in all state and federal language (legal documents, education documents, DSM) and the Spread the Word campaign aims to stop the use of the word in everyday vernacular by raising awareness in schools and annually in various events in the month of March.<\/p>\n<p>&nbsp;<\/p>\n<p>NOTE: Nina Marcellino is a Special Education Teacher in Anne Arundel County Public School System.
